One WINEDEBUG entry of a rule, such as +relay or warn-heap: not empty, without , and without a NUL. The text is kept as written; Wine reads it.

A , separates the entries of WINEDEBUG, so the text after one would be an entry of its own, which the <exe>: scope of Table::winedebug does not reach.
